What a Wounderful Life!

What a cutie with the smile sitting in the Commissioners chair!!!!!

It's been a very interesting week so I starting this new post because I have to be out of town till Friday "Working" evening so I'm leaving this post till then. Have fun !

Dont have a blog (is that like grog?) what is that? I do have squirrels like that in my back yard tho the dam things.
I read thru Southern Comfurt.Youns got a war goin on with some wile female. do you call a blog what you call your website?Im working on Lief in Clay. A gal runs thisun. You can tell its cleaner . Again, Crystal was in charge on meeting minutes so you should ask her. She has already said on record and in front of TV3 that the 2 advances I got where approved and paid back.

As for if and when it got to a public meeting, I am not sure. That was 2 years ago and I really just don't remember.

Besides that, they have already been confirmed in a public meeting, with news crews watching. What else do you need?

Furthermore, I am not the one that kept meeting minutes or prepared agenda's. That is Crystal's job. Maybe you should ask her.

Just as a note, the mileage increase was not budgeted for in the current budget. WV CODE says that to add operation and maintainence expenses beyond what was budgeted, it will take a unanimous vote of the board. All five board members will have to vote yes to make it happen. When have you seen all five board members agree on anything?
Here is a copy of the code on budgets: §16-13A-10. Budget. The board shall establish the beginning and ending of its fiscal year, which period shall constitute its budget year, and at least thirty days prior to the beginning of the first full fiscal year after the creation of the district and annually thereafter the general manager shall prepare and submit to the board a tentative budget which shall include all operation and maintenance expenses, payments to a capital replacement account and bond payment schedules for the ensuing fiscal year. Such tentative budget shall be considered by the board, and, subject to any revisions or amendments that may be determined by the board, shall be adopted as the budget for the ensuing fiscal year. Upon adoption of the budget, a copy of the budget shall be forwarded to the county commission. No expenditures for operation and maintenance expenses in excess of the budget shall be made during such fiscal year unless unanimously authorized and directed by the board


I remember whe a chairperson never went b a budget ot even worried about one now all of the sudden she is now that's two faced person.

"Unanimous" means "majority rule" - all 4 members IN ATTENDANCE voted to increase the mileage. Any member who has a problem with that vote should've been at the meeting to say so. She skipped 5 meetings. Did she think the rest of the board would just sit around scratching their butts, unable to function without her?
